Yes, you can run the bag with two bolts only, I'd run them in the "low" position if the brakes allow, just try and see, if its too floppy, or there may be a load limit.

UPDATE

Cleaveland Mountaineering will be moving soon to a new website, and will ONLY be making Everything Bags and accessories, no custom work. This way I can better serve my bikepacking customers while having a busy day job and a family.
