Just made my first frame bag and now it's on to the next project. I'm thinking of trying my hand at some pogies/bar mitts. It true DIY fashion (and because I'm on a budget) I'm looking to reuse existing material. I remembered an old wetsuit was sitting in the basement and was wondering if that would be a good option for the job, or at least as an outer material with the option of adding a layer of insulated material inside if it needed to be warmer.

Thoughts?

I purchased some thin neoprene foam material off ebay for some DIY pogies. It was great. I'm not sure additional insulation is really necessary unless you are riding in the really crazy super cold. The primary purpose I see of pogies is to keep the wind off. In 20 degree weather I'll have sweaty hands if I'm wearing thin "fall" gloves inside the pogies. Even the drop bar pogies I have that are entirely open on the back keep me surprisingly warm, though I generally wear a slightly warmer glove with those.

The biggest piece of advice I can give you is to use a zigzag stitch. Neprene is far more stretchy than the thread you'll use, so you need that zigzag stitch to allow it to stretch.
