Can anyone tell what the material is in this picture. It is the material that is sewn into the side of the bag that the velcro is stitched too.

Looks like vinyl coated polyester with the dull side out.

Pretty sure that's hypalon fabric, which is now known as CSM. It is a rubberized polyester.

If anyone is interested, this article shows some bags made with hypalon. I had never heard of it before mjvk mentioned it.
