What are the pros on cons of having the Three-Pack bosses oriented towards the front (e.g., Salsa Firestarter) vs. the back (Salsa Enabler) of the fork blades?

I was just noticing the same thing the other day. My guess was so that if anything flops and hits the spokes, it doesn't get dragged into the fork and break things. Instead it just gets kicked right back out.

Unless of course you are biking backwards at great speed...

The arrangement on this J Bryant NFE looks good to me: Anything Cages towards the front of each fork leg (angled out for tire clearance), and water bottle cages towards the rear for easy access while riding:

I can't comment on the cages being on the front but I have plenty of experience of running the Anything Cages/standard bottle cages on the middle of the fork  vs the rear position. In the middle they stick out more, therefore getting more abuse from hitting stuff and laying the bike on the ground and its pretty hard to take a water bottle out/in while riding. In the rear position these problems are greatly minimized but you will hit your foot on them on occasion when doing a very tight turn or coming to a stop. I prefer the rear position overall... Really easy to access water bottles in that position during riding, just as easy as accessing bottles from the frame .
