I am building my Vassago Bandersnatch 2010. I got a choice of Salsa enabler (2.5 lb) to make it a fat front bike, or I can buy the stock Odis fork (2.3 lb). I am going to use this bike for Tour Divide. I am open to other options as well.
I am also seeking answers on whether I should use a horn-bar with aero bar (Triathlon set up) or use the Jones H-bar with aero bar set up.
Any suggestions on what kind of fork and bar I should choose, it would be greatly appreciated.

If you are racing and want to spend a lot of time in an aero hunched over position, I would suggest the tri set up. If you are touring I would recommend the jones h-bar. the h-bar offers a lot of comfortable hand positions but your aero options are either to grab the front cross bar which is not that layed out, or to center your forearms across both bars which means your hands can't grasp anything which is less secure.
