Pack raft and bike the OBX. Possible? Other places?

I am thinking of bike packing/ pack rafting in and around the outer banks. Going all self contained, carrying the bike in the raft and the raft on the bike. OBX seems like a good place to give it a try. Is riding and or camping on the beach allowed? Pugsley? Other bike? Give me any opinions and ideas.
