I am shopping around for a GPS. I have never used one. I am mainly a map user. I am looking for a gps that I can mount on bars and $150.00 budget. Do they use rechargeable batteries? Something simple to use? Something I can use for "Ring The Peak" and CTR. Thank you.

I suggest you go with a handheld GPS unit, much like what hikers might use. A handlebar mount is less than $10.

Garmin makes some relatively inexpensive but high-quality units. The eTrex 20 is a popular unit with bikepackers, and there are lots of users here that can probably help you out if you have questions on how to use it. You can also download free software from Garmin so that you can upload points of interest and GPS routes to follow on your trip. The unit itself is small and lightweight, and it runs off of AA batteries (disposable or rechargeable), making it very versatile.

Another option is to use a cycling-specific GPS unit/bike computer, but I suggest you not bother with these. They are generally more expensive units and often have a proprietary internal rechargeable battery that isn't as flexible as a unit that uses regular AA batteries, IMO.

I'l second the Etrex 20.  You might have to up your budget to $200ish, though.

I've got a Delorme PN-40 I'd sell you for $75.  I never have used it, got it as a gift, did one geocache with it and haven't touched it since.  There are bicycle mounts available for it to.

Otherwise, yeah the etrex series is popular.

I have an etrex 30x that works well for me. It ran about $200.00. It also is ant+ compatible so it can interface with your Garmin heart monitor and speed/cadence sensor.
