I have a feeling I might be doing something wrong attaching it to the bars. Following the instructions, it says the binder strap should be attached to the headset area or fork crown (not head tube).  As pictured below, it's nowhere near those two locations.

I've scoured the internet and cannot find a single picture of that strap attached to anything, even on the Revelate site. Is it optional and should I just pull the strap out of the daisy chain?

You definitely want to attach that strap, or you're going to get a lot of bounce when you ride with a load in the harness. Move it to the inboard loop on the daisy chain, and then around the bottom of your headtube, for starters.

Remove the drybag and leave the three clips unclipped. Then run that center strap through the top daisy chain loop and around the fork crown. Make it tight. Once the harness is tight, then add your drybag.

Also, you're going to want to put a few layers of frame protector strips, or my favorite, electrical tape anywhere the harness or straps will rub. One short ride is all it takes to rub the paint off.
