They look pretty tough.

I've been using REI Novara panniers for commuting (http://www.rei.com/product/780451), and they also have plastic clips. I haven't broken one yet, but I also haven't crashed with them. I suppose that I could just bring a few spare clips, but the Ortlieb bags seem more proven. Decisions, decisions...
