I've seen a handlebar bag system with a frame (or arms) that attach to the handlebars and hold the bag away from the bars a little allowing more room for the cables.  However, an hour worth a googling has yielded zero results.  Does anyone know what I'm talking about and can you point me in the right direction?

I think Arkel bags have a longish bracket.

I have used a Rixen Kaul Klickfix bracket with extender to achieve this with an Ortlieb bag.

I run a Jones H Bar. My handlebar roll/bag snugs up tight against everything up front. Before doing much bikepacking, I went to my LBS and we extended all of the cables an extra 8" or so in order that they could handle routing around everything.
