what is the best, lightweight, dry handlebar bag instead of the bulkier bags like carousel designs or revelate? No need for extra straps, pockets, etc.

With a home made minimalist harness to protect against abrasion I would make a cuben dry bag kind of like this....

They're not going to be quite as light as Addy's suggestion, but ive been using these OR 10L bags happily for past few years:

They are narrower then a standard drybag.
Also, OR has a bunch of interesting looking new bags in their line-up this year.

The Revelate Sling is pretty minimal and you just strap any dry sack into it. They used to sell it for 30 bucks; I don't think it's made anymore but maybe you can find one used. I have it and it's great, and weighs a couple ounces max.

Eric (Revelate) just came out with a new 'Waterproof' Sweet Roll. Contact him, I dont think its up on his website yet! I just got one and it looks great!
