I am trying to find some beta on riding sections 18 and 19 from 114 to the boundary and back. Any beta on how technical, etc. would be great. TIA

Have ridden most of 18 on the bike route, before the detour. Not a technical section at all, very fast, some doubletrack. Never been on 19, but judging from the topography at the beginning I would expect not very technical. Your guess is as good as mine the deeper you go, though...

In Colorado are you allowed to portage bikes like in the GC on the AZT?

No, they are not allowed in wilderness areas at all.

Not technical at all really. From 114 there's some overgrown road grades that are way more fun than they should be, a bitch of a short hike-a-bike, small bursts of singletrack. Big descent on double track to the detour. Plentiful water. Nice grass everywhere to sleep on.
That said there's way way better segments to ride.
