Strange indeed. A couple of possibilities:
1. Diabetic riders taking insulin?
2. Some other type of legal medication?
3. No syringes at all, but just looked like it?
4. Riders emulating their favorite Tour de France racers?

edit: Looks like it took place in 2009?

This is a good article on water treatment, http://www.high-altitude-medicine.com/water.html  As to this tread - check the second line under "notes". Perhaps another possibility for a "needle". Betadine is a great dual purpose piece for ones kit, great antiseptic and first-line or back-up water treatment.
