"groups of 11-30 hikers need a special permit" hiking through the canyon, do I need an official hikers permit? or is the state trust land permit the same thing?

I assume this is for the 750. I highly doubt there would be a group of 11+ arriving at the same time to the South Rim. You only need a permit if you plan on utilizing one of the campgrounds at the bottom - Bright Angel or Cottonwood. I was able to obtain a walk-up permit for Cottonwood in 2016. If you don't get a permit, don't plan on stopping. Be a good steward for the bikepacking community, not that you wouldn't. Also, State Trust Land Permits aren't necessary for the AZT as a whole due to a special use corridor, but I'd still recommend one for thru-riders as there are parts of the bike route Wilderness bypasses that utilize State Trust Land. Something like $15 for an individual recreational permit.
